How do I turn a friendship into more?

Dear Panel,

I have the hots for this guy. It's more than lust; I honestly care for him.

How can I let him know how I feel without jepordizing our friendship? I want us to have a relationship, but not at the expense of our stong frienship.

I get the feeling he feels the same way about me, but there's really no way to be absolutly sure.

Should I pursue love with him?
